GENERAL DESCRIPTION: 
Chief Ranger manages and directs the Law Enforcement Program for all State Parks and Historic Sites, including, but not limited to; development and promotion of the “Ranger First” philosophy, serving as law enforcement subject matter expert, developing and monitoring budgets, coordinating, developing, and conducting training, maintaining Peace Officer Standard & Training (POST) records and law enforcement equipment. The Chief supervises the parks law enforcement program and mentors Law Enforcement Park Rangers statewide, following prescribed agency philosophy.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

  • Law Enforcement Program Administration. Lead “Ranger First” philosophy and programming throughout LE Program, assist in prioritizing customer service, public safety, and enforcement of Park Rules and Regulations. Support District Management decision-making and serve as subject matter expert on LE-specific questions and situations. Provide proactive program management, guidance, leadership, and direction to Law Enforcement personnel to accomplish the goals and objectives of the Division. Facilitate productive and cooperative communication between LE personnel and staff. Advise Law Enforcement Lieutenant Park Rangers who enforce state statutes, park rules and regulations, public safety, and resource protection, along with the responsibility for Law Enforcement Operations at all State Parks and Historic Sites. Collect and analyze Law Enforcement statistics, report on trends and necessary program adjustments.
  • Budget Management. Routinely assess and review monthly budget information for the LE program. Monitor spending trends/habits, monthly expenditures, balances, and calculate shortfalls and surpluses. Work with District Managers on budget development and implementation. Write grant applications, monitor awarded grants, supervise and submit grant paperwork, and distribute grant funds to LE Rangers.
  • Policy and Procedure Development. Listen, gather information, and represent the issues and concerns of the LE Rangers within the state. Oversee law enforcement policy and procedure updates. Gather and collect information related to budgets, rules and regulations, management, and operational issues. Represent these concerns and issues and disseminate information and directives to the LE Rangers.
  • Training. Organize and track necessary training and certifications. Oversee the development and implementation of training for all LE Rangers, maintain training records, ensure LE Rangers meet the requirements mandated by the Wyoming Peace Officer Standards and Training (POST) Division. Oversee and coordinate field training officer (FTO) program. Incorporate park ranger-specific training, including NAI, NPS, and PLEA curriculum. Incorporate other public safety training such as search and rescue, incident command systems, and wildland firefighting.
  • Law Enforcement Ranger Duties. Perform Law Enforcement Ranger duties as needed; traffic enforcement, crash investigations, enforce all state statutes and park rules and regulations.
  • WyoParks EMS program administration and oversight. Coordinate EMT/EMR training, licensing and certifications, equipment allocation, and medical direction/protocols. Ensure compliance with Wyoming Office of Emergency Medical Services guidelines.
  • Law Enforcement Equipment and Vehicle Management. Manage and track LE equipment needs and distribution. Maintain equipment and vehicle inventory. Acquire, maintain, and dispose of all unserviceable law enforcement equipment and vehicles statewide. Responsible for procurement of Law Enforcement equipment. Coordinate installation of Law Enforcement vehicle equipment.
  • Other duties as assigned. Attend various public meetings, conferences, and engagements where relevant Division issues are being discussed. Professionally represent the Department at these types of events. Work with other state, federal, county, municipal agencies, along with volunteers and constituent groups.

Qualifications

PREFERENCES:

Preference may be given to applicants with a Bachelor's degree in Criminal Justice or related field PLUS 2 to 4 years as a supervisor with work experience in Law Enforcement, INCLUDING 2 years as a Law Enforcement supervisor, OR 5 to 7 years of Law Enforcement experience, INCLUDING 2 years as a Law Enforcement supervisor. Preference will be given to applicants with Wyoming Peace Officer Certification, POST Commission certification, and First-line Supervisor certification.

MINIMUM QUALIFICATIONS:

Education:
Bachelor's Degree (typically in Criminal Justice)

Experience:
1-2 years of progressive work experience in Security Management with acquired knowledge at the level of a Park Ranger

Certificates, Licenses, Registrations:
Post Certification and Driver’s License
OR


Education & Experience Substitution:
4-6 years of progressive work experience in Security Management with acquired knowledge at the level of a Park Ranger

Certificates, Licenses, Registrations:
