DESCRIPTION: The Nebraska Game and Parks Commission is seeking a dynamic, passionate, and collaborative individual to serve as a Superintendent IV for the Southern Panhandle Region for the Parks Division. This leadership position provides prime opportunities to gain administrative, planning, financial management, contract development and partner development experiences on a large scale; skills necessary for advancement into higher roles within the Parks Division or agency. The Superintendent IV serves as an administrative liaison between NGPC headquarters administration, and the park areas listed below. Of special note, this position provides oversight for the recreation management at one of the state’s top tourist destinations, Lake McConaughy, which is also the state’s largest reservoir and recreation area. The ideal candidate will be an adaptable and visionary leader with strong communication and analytical skills and a passion for outdoor recreation. The Superintendent IV will work directly with park staff, law enforcement, local, regional and national partner organizations, and all partner divisions of the Game and Parks Commission to meet our agency mission and objectives including; providing and managing land and water associated outdoor recreation opportunities, developing programs and events, cultivating public understanding and appreciation of natural resources and cultural resources, and the development and implementation of management plans.
About the parks of the Panhandle Region:
• Lake McConaughy and its smaller neighboring reservoir, Lake Ogallala, are two SRAs that have 17 access areas with over 1,500 overnight campsites, including over 1,000 beach campsites, which allow visitors to drive, pitch a tent or park an RV right along the water’s edge at designated locations. Support facilities including boating access points, entrance stations, shower and restroom facilities, Visitor and Water Interpretive Center, maintenance facilities and miles of paved and unpaved roadways.
• Wildcat Hills State Recreation Area is a 1,094 acre park which is situated high on a rocky escarpment in the Wildcat Hills and features a Nature Center with interactive displays and interpretive programming, overnight camping and a vast system of trails, and a Shooting Sports Complex complete with archery, small bore, pellet, shotgun and rifle ranges.
• At 2,158 acres, Lake Minatare SRA is the Panhandle’s largest body of water, attracting thousands of anglers, campers, water skiers and swimmers each year. Lake Minatare boasts excellent outdoor recreation opportunities, while irrigating thousands of acres in the North Platte Valley. It’s surrounded by notable historic and recreational sites such as North Platte National Wildlife Refuge, Chimney Rock National Historic Site, Scotts Bluff National Monument and Wildcat Hills State Recreation Area.
• Bridgeport SRA encompasses about 326 acres, including 78 acres of water in five sandpit lakes. The park has a variety of amenities including overnight camping, a swimming beach, day use shelters and areas, along with fishing and hunting opportunities.
• Ash Hollow SHP is a 1000 acre historical park that features a visitor center, a pioneer grave, and trail ruts and swales. Amenities include interpretive waysides, nine miles of hiking trails, picnic tables and grills. The history, archaeology and paleontology of the area are interpreted at the visitor center.
JOB DUTIES: Under administrative direction, serves as an administrative liaison within assigned region for the collection of park and trail areas listed above. Provide regional oversight and coordination for administrative functions, budget development, personnel actions, purchasing and resale, revenue collection and reporting, lease and concession agreements, asset management, master planning, contractor oversight, grant writing, visitor services, overnight accommodations, special events, interpretive programming, operations and maintenance, natural and cultural resource management, compliance mandates, visitor protection and workplace safety, enforcement activities, collaboration with local communities, partner agencies and volunteers, and public relations tasks. Supervise lead superintendents within the assigned region and perform all related supervisory functions. Identify collaborative work projects and equipment exchanges within assigned region. Coordinate and report management actions and assessments, and staff development needs with appropriate Assistant Parks Division Administrators. Perform related work as assigned.
KNOWLEDGE, SKILLS, & ABILITIES: Principals of Supervision, training methods, work performance and development, understanding of maintenance and repair of buildings, facilities, and equipment, budgeting and financial planning and cost accounting. Good communication skills with groups and individuals, public speaking, conflict resolution and staff training. Plan, assign, supervise and evaluate the work of others. Develop presentations and programs.
QUALIFICATIONS/REQUIREMENTS: Bachelor's degree in park/recreation management or a related field; (wildlife, fisheries, natural resources sciences, public administration, history, cultural resource preservation or interpretation, travel and tourism, and planning) AND at least five years related experience including three years in a supervisory capacity. Related coursework/training and/or experience in park/recreation management or related field may substitute for the Bachelor's degree on a year-for-year basis.
