The State of New Hampshire, Department of Natural and Cultural Resources, Division of Parks and Recreation, has a full-time vacancy for an Administrator IV, Chief of Staff.

Summary:

To assist the Director of Parks and Recreation by administering agency objectives, planning long term policies or strategies, and interpreting data to draw conclusions and defend decisions in the administration of the Division’s goals. This position will serve a multilateral role across the Division, implementing and overseeing long and short-term goals, strategic planning, partnerships, human resource, and employee development functions; supervising, coordinating, and evaluating associated staff; and by developing and approving policy and procedural changes.

Responsibilities:

Develops, authorizes, implements, and monitors Division policies, goals, and objectives; assesses short and long-term changes; oversees agency planning, strategic direction and development and external outreach and engagement. Areas of responsibility include strategic planning, contract management, budget management and financial performance of $30+ million-dollar agency.

Develops Division-wide communication plans, implements strategies to improve collaboration throughout the Division and Department of Natural Resources. Collaborates with Division leadership to determine and prioritize work. Plans and coordinates meetings and information to maintain focus and deliberate workflow. Manage and coordinate tasking responses, work activities, assignments, and projects internal to the organization, ensuring the effective completion of initiatives and requirements.

Leads, manages, and oversees personnel across the Division including Bureau of Parks Operations, Bureau of Trails, and Bureau of Historic Sites, coordinates with Cannon Mountain Ski Area and Bureau of Design, Development and Maintenance. Coordinates office staff at headquarters in Concord; develops and implements Division wide logistics to foster successful achievement of the Division’s mission.

Evaluates training needs of staff and approves the delivery of such training. Supports the supervision of all full-time and seasonal staff. Assists in providing annual evaluations for staff to help identify professional goals and determine career training opportunities to achieve those goals. Oversees agency staffing plans and human resource policies to maintain and improve agency objectives.

Formulates and implements the Division of Parks and Recreation’s budget, including authorizing improvements in budget administration and fiscal operations. Provides financial and programmatic reports to Director, Commissioner, Governor, and Legislative leaders to improve flow of information, quantify revenue enhancement opportunities, and identify cost/benefit of good will programs required by RSA and funded by the Division’s operating budget.

Evaluates program operations, policies, and services of financial, planning, development, enterprise, legal, legislative, partnerships, volunteers, and public outreach functions to assure timely delivery of services between centralized staff and satellite locations, as well as, for proper allocation of agency or program resources and implementation of required fiscal and programmatic changes.

Coordinates special projects, to include but not limited to lease agreement reviews and renewals, negotiating on behalf of the Division, legislative testimony, financial analysis, program assessments, partnership and volunteer opportunities, retail/e-commerce expansion, and external outreach on behalf of the Director’s office.

Acts as agency representative in the absence of the Division Director to ensure continuation of services. Assumes responsibilities and authority of Division Director, including serving as Interim Director, when needed. Coordinates the Division’s emergency response operations including training and ability to assume DNCR operations desk at the state’s EOC when needed.

Represents the Division at various external activities, both in state, and occasionally regionally and nationally. May serve as designee to statutorily set boards and commissions that conduct business in synergy with the Division. May act on behalf of the Director as a well as a liaison with representatives of state, federal, and local agencies.

Other information:

MINIMUM QUALIFICATIONS:

Education: Master’s degree from a recognized college or university with major study in recreation or park management, or public or business administration.

Experience: Eight years' experience in recreation, park, or business management, with responsibility for planning, monitoring programs, or performing research, five years of which must have been in a management level position involving administrative or supervisory duties concerned with program administration, program planning and evaluation, business management or related management experience.

OR

Education: Bachelor’s degree as indicated above.

Experience: Nine years’ experience as indicated above.

LICENSE/CERTIFICATION: Valid New Hampshire driver’s license.

Special Requirements:

Must be willing to work an extended and/or flexible schedule, to include nights and weekends, to accomplish the mission of the Division of Parks & Recreation.

Must carry a cell phone or other mobile notification device.
